PHA Tech Center Peer Learning Program & Faculty Training Opportunities
Every public housing executive is well aware that the work of the agency is vastly more complicated than merely complying with the ever-changing requirements of federal agencies. Executives have limited resources to devote to the education and training required to effectively lead a public housing agency. Over the past decade we have come to know and respect a cadre of public housing professionals most noted for their topical knowledge as well as their impressive presentation skills. These individuals have agreed to serve through the Tech Center as a resource for training.
Meet the Faculty
Pam Ray
With 30 years in policy, politics and advocacy and over two decades spent in successfully bridging the knowledge gap between federal policy makers (inside the DC beltway) and their constituents (outside the DC beltway-the real world!).
John Hurt
John W. Hurt has over 32 years of experience in the public housing and property management industries. He was the Deputy Executive Director of the Detroit Housing Commission; responsible for day to day operations including Management and Maintenance, Section 8, resident services and modernization.
Joan Howell
Joan Howell is founder and director of the Public Housing Management Institute, sponsor of the Technical Resource Center. Joan's career in public housing began in the 1980s as part of a team that managed the first privately managed public housing, known at the time as "Turnkey 2". From there she went on to become a vice president of the National Center for Housing Management (NCHM) where she helped to develop the national management certification programs that are still offered to public and assisted housing management personnel. During these years Joan delivered training programs for thousands of public housing management and maintenance personnel, and assisted many public housing agencies across the country with organizational development strategies.
Virginia Burke
Ms Burke has over twenty-five years of experience as an HRD specialist and is the President of System Services and Training. She has extensive experience and knowledge in staff/curriculum development, personnel, EEO/AE, EEO counselor skills, decision-making, problem-solving, communication skills and interviewing techniques.
