Jennifer L. Daniels, MPA/ Housing & Community Development Consultant: Jennifer has significant experience in successful grant writing for foundation, state and federal funds, in the areas of housing, community development, economic development, and community building. . In addition, she has over nineteen years experience in program development, management and administration with governmental and nonprofit organizations in culturally diverse environments. Previous responsibilities include ensuring compliance with federal HUD community development programs for major urban county; and developing and implementing collaborative community- and region-wide strategic partnerships in urban and rural communities, in the U.S. and internationally. Bilingual English/Spanish.

Jean Falvey/Rainmakers, LLC: Jean is a community development consultant, specializing in resource development and marketing, for nonprofit, private philanthropic, and public sector clients. She uses her entrepreneurial and strategic development skills to assist clients raise funds and build partnerships. With over 20 years experience in real estate and community development, she has a broad spectrum of experience including affordable housing development; nonprofit capacity building; housing policy; and rezoning and special use permit processes for large scale, mixed-use planned developments. Jean was the executive director of the Arlington Partnership for Affordable Housing, where she oversaw the acquisition, financing and renovation of eight affordable rental properties and was responsible for managing a nonprofit housing development corporation. She served as a housing planner with Arlington County government, working with local, state and federal housing programs and policies.

Fran Lunney/Fran Lunney, LLC: Fran’s career includes numerous awards for the quality, readability and effectiveness of public documents, such as the Consolidated Plan and the Plan to End Homelessness. She served as Coordinator of Housing Planning (1991 – 2008) for Arlington County Housing Division Arlington, Virginia. The Division oversees the development of affordable housing in the County, working through non-profit and for-profit developers using federal, state and local programs. Fran negotiated regional affordable housing goals involving 10 Washington area jurisdictions; led successful community process to legalize accessory dwellings; devised communication strategy successful in defusing antagonism to subsidized housing; and oversaw development of website for Arlington’s interactive Online Apartment Guide.
